Stowells conflict of interest

Commissioner should have declared a conflict of interest.

Definition of ‘Conflict of interest.’

1. A situation that has the potential to undermine the impartiality of a person because of the possibility of a clash between the person’s self-interest and professional-interest or public-interest.

2. A situation where a party’s responsibility to a second-party limits its ability to discharge its responsibility to a third-party.

A clear conflict of interest existed because Brian Stowell was a Director of another facility, which operated squash courts and as Chairman of Onchan Commissioners he was taking part in a discussion and voting on the future of squash courts actually owned by Onchan Commissioners.

He should have withdrawn from the discussions and taken no part in the vote.

Challenged about his conflict of interest he replied he did not need to declare a conflict of interest, as he had no interest to declare!!

The Board Member who challenged him explained – anyone should be seen by the public and ratepayers not to be biased or benefit in any way. That is to say that there does not have to be a direct involvement, just an interest/involvement that the public may think is unhealthy. One has to be squeaky clean and be seen to be so. Brian Stowell certainly was not.
